The following Bills were debated:

Riot Compensation Bill: Report Stage and Third Reading

This Bill, sponsored by Mike Wood MP, seeks to repeal the Riot (Damages) Act 1886 and make provision about types of claims, procedures, decision-making and limits on awards payable in relation to a new compensation scheme for property damaged, destroyed or stolen in the course of riots.

The Bill passed Report Stage and Third Reading; it will now move to the House of Lords for consideration.

Criminal Cases Review Commission (Information) Bill: Report stage and Third Reading

This Bill, sponsored by William Wragg MP, seeks to extend the Criminal Cases Review Commission’s powers to obtain information.

The Bill passed Report Stage and Third Reading; it will now move to the House of Lords for consideration.

Bat Habitats Regulation (No. 2) Bill: Second Reading

This Bill, sponsered by Christopher Chope MP, seeks to make provision to enhance the protection available for bat habitats in the non built environment and to limit the protection for bat habitats in the built environment where the presence of bats has a significant adverse impact upon the users of buildings.

The Bill was withdrawn at the end of the debate and will not progress any further.

Benefit Entitlement (Restriction) Bill: Second Reading

This Bill, sponsored by Christopher Chope MP, seeks to make provision to restrict the entitlement of non-UK Citizens from the European Union and the European Economic Area to taxpayer-funded benefits.

The Bill was withdrawn at the end of the debate and will not progress any further.

Parks and Playing Fields in Public Ownership (Protection from Sale) Bill: Second Reading

This Bill, sponsored by Tom Pursglove, seeks to require public consultation to be carried out in local areas where the sale of park or playing field land owned by a public body is proposed; to require referendums on such proposals in certain circumstances; and for connected purposes.

A division was called on the Second Reading of this Bill. Due to no Members willing to act as Tellers for the Ayes the question was accordingly negatived. The Bill will not progress any further.

Speed Limits on Roads (Devolved Powers) Bill: Second Reading

This Bill, sponsored by Scott Mann, seeks to amend Part VI of the Road Traffic Regulation Act 1984, and the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, to make provision about the powers and duties of parish and town councils in relation to applying for speed limit orders; to provide for the conduct of local referendums to determine whether such applications should be made; and for connected purposes.

The Bill was withdrawn at the end of the debate and will not progress any further.

At the end of the sitting at 2.30pm bills cannot be debated, but may pass Second Reading if the motion is not objected to. The following Bill passed Second Reading without debate:

Driving Instructors (Registration) Bill: Second Reading

This Bill, sponsored by David Amess, seeks to make provision about the registration of driving instructors.

The Bill passed Second Reading and will now be committed to a public bill committee. 

Rescheduled Private Members’ Bills

The Second Reading stages of the following Bills have been rescheduled:

On-Demand Audiovisual Services (Accessibility for People with Disabilities Affecting Hearing or Sight or Both) Bill: Second Reading

This Bill, sponsored by Lilian Greenwood, seeks to require the appropriate regulatory authority of on-demand audiovisual programme services to draw up a Code relating to the provision of subtitles, signing and audio-description for persons with disabilities affecting their hearing or their sight or both; to require the appropriate regulatory authority to consult before issuing any such Code; to make provision for minimum requirements to be included in the Code; to require that on-demand programme services providers observe the requirements of the Code; to provide for regular consultation about and review of the minimum requirements; and for connected purposes.

The Second Reading stage of this Bill has been scheduled for Friday 4 March 2016.

Marriage and Civil Partnership Registration (Mothers' Names) Bill: Second Reading

This Bill, sponsored by Christina Rees, seeks to make provision about the recording of the names of the mother of each party to a marriage or civil partnership for registration purposes; to make provision for requiring such information to be displayed on marriage certificates and civil partnership certificates; and for connected purposes.

The Second Reading stage of this Bill has been scheduled for Friday 4 March 2016.

House of Commons Members' Fund Bill: Second Reading

This Bill, sponsored by Christopher Chope, seeks to to consolidate and amend provisions about the House of Commons Members’ Fund; and for connected purposes.

The Second Reading stage of this Bill has been scheduled for Friday 26 February 2016.

Crown Tenancies Bill: Second Reading

This Bill, sponsored by Mark Pawsey, seeks to to provide that Crown tenancies may be assured tenancies for the purposes of the Housing Act 1988, subject to certain exceptions; to modify the assured tenancies regime in relation to certain Crown tenancies; and for connected purposes.

The Second Reading stage of this Bill has been scheduled for Friday 26 February 2016.

Working Time Directive (Limitation) Bill: Second Reading

This Bill, sponsored by Christopher Chope, seeks to limit the application of the EU Working Time Directive; and for connected purposes.

The Second Reading stage of this Bill has been scheduled for Friday 26 February 2016.

Automatic Electoral Registration (No. 2) Bill: Second Reading

This Bill, sponsored by Siobhain McDonagh, seeks to impose certain duties upon Her Majesty’s Government to ensure the accuracy, completeness and utility of electoral registers; to make provision for the sharing of data for the purposes of electoral registration; and for connected purposes.

The Second Reading stage of this Bill has been scheduled for Friday 26 February 2016.

Private Members' Bills are Public Bills introduced by MPs and Lords who are not government ministers.

As with other Public Bills, their purpose is to change the law as it applies to the general population.
