Commons Private Members’ Bills: 28 October 2016

MPs debated a number of Private Members’ Bills in the House of Commons on Friday 28 October, starting with the Homelessness Reduction Bill.

Private Members’ Bills

The following Bills were scheduled for debate:

Homelessness Reduction Bill

This Bill, sponsored by Bob Blackman MP, seeks to amend the Housing Act 1996 to make provision about measures for reducing homelessness; and for connected purposes.

The Bill passed Second Reading without a division. The Bill will now progress to Committee stage.

The Communities and Local Government Committee carried out an inquiry into Homelessness and produced its report in August. In their conclusions and recommendations the Committee stated that they support the Homelessness Reduction Bill, and urged Government to support the legislation.

In addition, the Committee have also carried out a pre-legislative scrutiny of the Homelessness Reduction Bill itself.

Rescheduled Private Members’ Bills

The Second Reading stages of the following Bills have been rescheduled:

Protection of Family Homes (Enforcement and Permitted Development) Bill

This Bill, sponsored by Steve McCabe MP, seeks to make provision about guidance to local authorities on when to take enforcement action for breaches of planning law; to clarify guidance on the scope of permitted development rights; to make provision about rights and entitlements, including of appeal, for people whose homes are affected by such breaches; to make provision for the inspection and regulation of building under the permitted development regime; to establish financial penalties for developers who breach planning law in certain circumstances; and for connected purposes.

The Second Reading of the Protection of Family Homes (Enforcement and Permitted Development) Bill was adjourned. The remainder of the Second Reading stage of this Bill has been scheduled for Friday 25 November.

Parental Bereavement Leave (Statutory Entitlement) Bill

This Bill, sponsored by Will Quince MP, seeks to make provision for statutory entitlement to leave of absence from employment for bereaved parents and for connected purposes.

This Bill was not moved and progresses no further.

Stalking (Sentencing) Bill

This Bill, sponsored by Alex Chalk MP, seeks to increase the maximum sentences available to the court for stalking offences; and for connected purposes.

About Private Members’ Bills

Private Members' Bills are Public Bills introduced by MPs and Lords who are not government ministers.

As with other Public Bills, their purpose is to change the law as it applies to the general population.

A minority of Private Members' Bills become law but, by creating publicity around an issue, they may affect legislation indirectly.
