Lords private members' bills

The House of Lords debated the key purpose and principles of four private members' bills on Thursday 6 April covering access to local audit documents, equality of employment rights on merchant ships, the property and affairs of missing persons and registration of farriers.
A private member's bill is a type of public bill (that affects the public). These four bills started in the House of Commons. Private members' bills must go through the same set of procedures as other public bills.
Local Audit (Public Access to Documents) Bill (second reading)

- What is second reading?
A bill to extend public access to certain local audit documents under section 26 of the Local Audit and Accountability Act 2014.
Committee stage, the first chance for line by line scrutiny, is yet to be scheduled.

Following agreement by both Houses on the text of the bill it received Royal Assent on 27 April 2017. Royal Assent is the monarch's agreement to make the bill into an Act of Parliament (law).
Merchant Shipping (Homosexual Conduct) Bill (second reading)

- What is second reading?
A bill to repeal sections 146(4) and 147(3) of the Criminal Justice and Public Order Act 1994, which preserve the right to dismiss a seafarer on a UK registered merchant navy vessel for an act of homosexuality (these currently have no legal effect due to other legislation such as the Equality Act 2010).
