Lords debates the number of vulnerable children in England

Members of the Lords, including a vice president of Barnardos and the shadow spokesperson for education and health, debated the report by the Children's Commissioner for England 'On measuring the number of vulnerable children', in the House of Lords on Thursday 14 December.
