The House of Lords Communications Committee questioned STV and Channel TV on Tuesday 14 December as part of its inquiry into the regulation of television advertising. STV and Channel TV (alongside UTV) own regional Channel 3 licences not owned by ITV.

The Committee asked witnesses about how the Contract Rights Renewal regulations (CRR) have affected the cost of television airtime on regional channels, whether the CRR regulations have affected investment in original content, and how a fair market price could be determined if the CRR regulations were removed.

Witnesses giving evidence were:

  • Mick Desmond, Chairman, Channel TV;
  • Rob Woodward, Chief Executive Officer, STV; and
  • Bobby Hain, Director of Broadcasting & Regulatory Affairs, STV.

The evidence session took place at 3.30 pm on Tuesday 14 December in Committee Room 2 of the House of Lords.
