The Minister for Communication, Culture and Creative Industries, Ed Vaizey MP, gave evidence to the House of Lords Communications Committee on Wednesday 8 December. The Committee are considering regulation of the television advertising industry and asked about the television advertising market and factors and regulation affecting that market.

Edward Davey MP, Minister for Employment Relations, Consumer and Postal Affairs, also gave evidence to the Committee.

The Committee questioned the Ministers on the Contract Rights Renewal (CRR) Undertakings (which regulate what ITV can charge for advertising), how the removal of CRR regulations would affect the market and about the rules for the amount and frequency of advertising that can be shown on television.

The evidence session took place in Committee Room 2 at 4.30 pm on Wednesday 8 December.

Prior to this, at 3.30 pm, the Committee questioned the following witnesses on the wider public perspective of television advertising:

  • Professor Sylvia Harvey, Citizens’ Coalition for Public Service Broadcasting
  • Mr John McVay, CEO, Producers Alliance for Cinema and Television
  • Ms Dinah Caine, Chief Executive, Skillset

The Committee also sought views on subjects including how CRR regulations have impacted the programming schedules of broadcasters and how the removal of the regulations would affect investment in original UK content and training.
