Lords Constitution Committee hear from constitutional experts

The House of Lords Constitution Committee heard evidence from Peter Riddell, Professor Robert Hazell and Professor Robert Blackburn on the government’s proposals for constitutional reform.
Peter Riddell is a former Political Editor of The Times and currently a senior fellow at the Institute for Government, Professor Hazell is Director of the Constitution Unit at University College London and Professor Blackburn is Professor of Constitutional Law at Kings College London.
The witnesses were asked for their views on the changing responsibilities of the Deputy Prime Minister in regards to constitutional reform, the Government’s proposals for House of Lords reform including the suggestion that interim appointments will be made ‘with the objective of creating a second chamber that is reflective of the share of the vote secured at the last general election’ and proposals for a referendum on the electoral system.
The Committee also asked the witnesses for their views on the proposals for the current Parliament to sit for a fixed term and the requirement for a two-thirds majority vote in the House of Commons to secure an early dissolution.
The evidence session started at 10:45am on Wednesday 21 July in Committee Room 2A of the House of Lords.
