Policing Protocol

Purpose of session:

Section 79 of the Police Reform and Social Responsibility Act 2011 requires the Home Secretary to issue a policing protocol.  The protocol sets out the relationship that will apply between Police and Crime Commissioners and Chief Constables, once police authorities have been abolished.  The Home Secretary fulfilled this requirement by issuing the Policing Protocol Order, which contains a schedule setting out the protocol.  The order was made on 15 November 2011 and laid before the House on 21 November 2011.  This session provides an opportunity for the Committee to question the Minister about the protocol, including how it deals with important issues such as operational independence.
