The Commons Political and Constitutional Reform Committee holds its first oral evidence session examining the constitutional implications of the Cabinet Manual - the document intended to serve as a guide to the UK's laws, conventions and rules that affect government.

Background
The Cabinet Manual is a document produced by the Cabinet Office intended to be "a source of information on the UK’s laws, conventions and rules, including those of a constitutional nature, that affect the operation and procedures of government". It was published in draft for consultation in December 2010.
The purpose of the Committee's session is to examine with expert academics the purpose and status of the Cabinet Manual and its constitutional implications.
