MPs to hear concerns about the constitutional implications of the Cabinet Manual

The Political and Constitutional Reform Committee will take evidence at 10 am on Thursday 3 March in the Wilson Room, Portcullis House from:
• Dr Michael Pinto-Duschinsky
• Dr Stuart Wilks-Heeg, Democratic Audit
• David Walker, Journalist and commentator
The Cabinet Manual is a document produced by the Cabinet Office intended to be “a source of information on the UK’s laws, conventions and rules, including those of a constitutional nature, that affect the operation and procedures of government”. It was published in draft for consultation in December 2010.
The purpose of this session is to hear from some of those who have expressed concerns about the Cabinet Manual and its constitutional implications.

The session will also include some questions on Dr Pinto-Duschinsky’s paper for Policy Exchange on Making human rights compatible with parliamentary democracy in the UK.
