Lords Seminar on European Social Fund 2014-20

The Lords EU Social Policies and Consumer Protection Sub-Committee held a seminar following up its March 2010 report, “Making it work: the European Social Fund”. That report reviewed the progress of the European Social Fund (ESF) since 2007 and made operational recommendations for the remainder of the current programming period, practical recommendations for the future and strategic recommendations looking beyond 2013. The seminar provided a forum for key stakeholders, including representatives of the European Commission and UK Government to debate with each other.
The Seminar debated the Commission’s recent proposals for the European Social Fund post-2013. It drew on the proposals themselves and on past experience of ESF implementation:
- The ESF in the Structural Funds Package: geographical coverage, conditionality, strategic approach and integrated programming with other Funds
- The ESF: budget, spending priorities, indicators, administrative burden, involvement of partners, flexibility and innovative financial instruments
This debate will inform the Committee’s position and will contribute to work that it is carrying out on the EU budget 2014-20.
