Lords hear from former Home Secretary

Charles Clarke, Home Secretary from December 2004 to May 2006, will appear before the Lords Home Affairs, Health and Education EU Sub-Committee on Wednesday 18 July, to talk about the EU’s Global Approach to Migration and Mobility (GAMM)

Mr Clarke was Home Secretary during the UK’s Presidency of the EU, in 2005, when the Global Approach was first proposed. He recently published an essay for the Centre for European Reform, entitled   "The EU and Migration: A Call for Action

Issues the Committee are likely to quiz Mr Clarke about include:

  • What the Government’s objectives were for proposing the Global Approach and how well he thinks they have been realised
  • Whether there is scope for closer EU cooperation on migration policies
  • His views on the Commission’s recent Communication on GAMM and if he believes the proposals will improve its effectiveness
  • His opinions on whether the EU can secure its external borders whilst also respecting the human rights of migrants
  • What his thoughts are about modernising the European Court of Human Rights and the UN Refugee Convention and how this could be achieved
