The Commons Home Affairs Committee hears evidence from author of review of the pay and conditions of service for police officers and staff in England and Wales
In October 2010, Tom Winsor was commissioned by the Home Secretary to conduct a review of the pay and conditions of service for police officers and staff in England and Wales, and how they are determined. His first report, on short-term improvements to the service, was published in March 2011. The Police Arbitration Tribunal published a decision on the recommendations in that report in January 2012.

A second report, on longer-term reforms, is due to be published very shortly. The session provides the Committee with an opportunity to question Mr Winsor about his suggested reforms.

Committee Chair Rt Hon Keith Vaz MP said:
"Tom Winsor’s review proposed the most substantial changes in police officer and staff pay and conditions in over 30 years.
At a time when police officer morale is at its lowest, his recommendations have raised serious concerns among police officers.
This is an opportunity for the Committee to put some of those concerns to him, and to find out why part two of his review is now nine months overdue.
We will also be asking him about the impact of the Police Arbitration Tribunal decision."
