Channel 4 is a unique broadcaster. It is a not-for-profit statutory corporation, without shareholders, established and regulated under successive Broadcasting and Communications Acts and, most recently, the Digital Economy Act

It generates all its revenues in the commercial marketplace. Because of its duty to produce public service content it receives indirect state funding and other privileges such as free analogue and digital spectrum, “must carry” status and due prominence on electronic programme guides. Lord Burns stated that 2011 was a “critical year in the journey towards sustaining the level of independence and self-sufficiency of Channel 4”.

This evidence session provides an opportunity to scrutinise the Channel 4 2011 Annual Report and Financial Statements (published on 14 May 2012), for the financial year ended 31 December 2011. It is the second report published since the Digital Economy Act gave Channel 4 an expanded remit across its network. As required by the Digital Economy Act, the Annual Report now includes a Statement of Media Content Policy (SCMP), which should set out how Channel 4 has delivered its public service remit across the entire portfolio and set out its plans for the year ahead.
