The Commission was briefed by the Director General, Human Resources and Change, Speaker’s Counsel and the Director of Finance, and met with representatives of the Trade Union Side.

Update on the savings programme and income generation

The Commission took note of a paper from the Finance and Services Committee.

Financial plans, estimates, etc

The Committee:

  • agreed a Supplementary Estimate to increase the resource element of the Members Estimate for 2013/14 by £5.5 million; and
  • agreed a resource element of £38.8 million and a capital element of £0.7 million for the Members Estimate for 2014/15.

The Commission:

  • endorsed the Medium-term Financial Plan and the Medium-term Investment Plan;
  • noted the new governance arrangements for fees and charges;
  • agreed a resource element of £201.3 million and a capital element of £43.0 million for the Administration Estimate for 2014/15; and
  • agreed that the grant to the Association of Former Members of Parliament for 2014/15 should be £12,000.
