Purpose of the session
On 19 November, the Government published its response to the report of the Commission on Devolution in Wales (“the Silk Commission”) into financial powers to strengthen Wales.
The Committee will question the Secretary of State on the Government’s plans for devolving taxation and borrowing powers to Wales. These include plans to share the income tax base between the UK and Welsh Governments subject to a referendum in Wales, to devolve stamp duty land tax, landfill tax, and business rates, and to provide the Welsh Government with access to capital borrowing powers, to be used to fund projects such as improvements to the M4.
The session will be a precursor for the Welsh Affairs Committee’s scrutiny of the Draft Wales Bill early next year.
