Procedure Committee reports on Early Day Motions

The House of Commons Procedure Committee has today published its First Report of Session 2013–14, Early Day Motions, HC 189. Noting that EDMs continue to be popular and that they remain a valuable tool for those MPs who use them, the Committee recommends no change to the system of Early Day Motions.

The Committee considered whether to recommend the adoption of an e-tabling system, but concludes that it is not appropriate for EDMs to be tabled electronically. It recognises that there may be benefits in allowing MPs to add their signatures to EDMs electronically and recommends that the Parliamentary ICT Service conduct a full feasibility study to explore this option.
