With Lord Ramsbotham the Committee will focus on the administrative challenges facing prisons if changes to the rules allowing prisoners to vote are introduced, how prison staff would react to such changes and whether gaining the right to vote is a priority for most prisoners.

In the second part of the session the Committee will focus on the status of the right to vote in the European Convention on Human Rights and what legitimate restrictions could be placed on that right.
