Second Reading on Northern Ireland (Miscellaneous Provisions) Bill

The Second Reading debate on the Northern Ireland (Miscellaneous Provisions) Bill will be on Monday 24 June 2013.

The Second Reading is the first opportunity for MPs to debate the main principles of the Northern Ireland (Miscellaneous Provisions) Bill. Rt Hon Theresa Villiers MP, Secretary of State for Northern Ireland, will open the debate, and the official Opposition spokesperson will then respond with their views on the Bill. At the end of the debate, the House will decide whether the Bill should be given its Second Reading; if the House agrees, the Bill can then proceed to the next (the Committee) stage.

A Programme Motion has also been tabled, which proposes that certain Clauses (1-9) will be committed to a Committee of the whole House, with the remainder of the Bill committed to a Public Bill Committee. The Programme Motion also sets out that proceedings in the Public Bill Committee will be concluded on Thursday 18 July 2013.

The Northern Ireland Affairs Committee conducted pre-legislative scrutiny on the draft Bill, and published its recommendations on 25 March in its Second Report of Session 2012-13.

The Government published its Response to the Committee’s Report in May, at the same time as the substantive Bill was published.
