Procurement evidence taken by video conference

This is the fifth session of PASC’s inquiry into public procurement. At this session the Committee will have an opportunity, via video link, to speak to Lt Col Dan Ward of the US Air Force, who coined the term FIST (Fast, Inexpensive, Simple and Tiny) to describe a particular pattern of decision making in procurement that aims to support rapid, low cost innovation. After hearing more about FIST, the Committee will have the opportunity to examine how these principles might apply to UK Government procurement.

Particular issues to be explored may include:

  • The evidence base for the FIST approach;
  • Whether FIST principles are applicable for procurements across all public services;
  • The skills and capabilities needed amongst Civil Servants for the FIST approach to work.
