Balfour Beatty is a leading global infrastructure business with operations in more than 80 countries. It operates four separate businesses: Professional Services, Construction Services, Support Services and Infrastructure Investment. It employs 50,000 people and in 2011 had a net income of £182 million.

Balfour Beatty is and has been involved in a number of high-profile construction projects in the UK.
Balfour Beatty Construction and Balfour Beatty Civil were founder members of the Consulting Association (TCA). In 2009, the Information Commissioner’s Office (ICO) raided the offices of The Consulting Association, based on allegations of blacklisting. The accounts of TCA show consistent usage by Balfour Beatty companies.
The Committee has heard evidence that Balfour Beatty Engineering Services was engaged in blacklisting.
