Defence Growth Partnership inquiry announced by Defence Committee

The Defence Committee is announcing today a major new inquiry into the Defence Growth Partnership (DGP) which was announced by the Prime Minister at Farnborough 2012. The DGP is jointly led by the Department of Business innovation and Skills and the Defence Industry, with the support of the Ministry of Defence as the UK customer.
In September 2013 the DGP published Securing Prosperity—A Strategic Vision for the UK Defence Sector. The document was intended as a "strategic vision for the defence sector" and "identifies the sector’s core strengths and sets out how government and industry will work together to maximise the UK’s competitive advantage to boost British jobs, trade and growth".
The Committee is seeking written submissions for its inquiry and is particularly interested in:
- What is the strategic purpose of the defence industrial base to national security and defence?
- How does the implementation of the Defence Growth Partnership (DGP) enable this strategic purpose?
- What should be the contribution of the DGP in the defence industry’s contribution to national security?
- What should the DGP do to inform the 2015 Defence and Security Review?
- How will the DGP contribute to the development of future capability, including deciding those that are should be "sovereign" or "off-the-shelf capabilities"?
- What should be the objectives of the DGP and how will their achievement be judged and measured?
- How much does the DGP cost and what is the cost split between Government and industry?
- What is the role of Tier 1 prime contractors, Tier 2 suppliers and subsystem integrators, and defence-related Small and Medium-sized Enterprises in the DGP?
- What should be the role of the Ministry of Defence in the Defence Growth Partnership?
- How are each of the single Services and the Joint Forces Command involved in the Defence Growth Partnership and what should be their role?
- How is the DGP taking forward the contribution of Reserves, including Sponsored Reserves, to Defence Industry?
- What additional monies and resources are available to develop an export strategy for growth?
- How will the DGP support the retention and enhancement of defence skills and competencies and the identification of investment requirements in them to support growth?
- Are new commercial arrangements, e.g. the development of long-term standing contracts, part of the work programme?
