The House of Lords Secondary Legislation Scrutiny Committee will question Rt Hon. Michael Fallon MP, Minister of State for Energy, about electricity market reform legislation on Tuesday 8 July.

Witness

Tuesday 8 July; Committee Room 3A,  Palace of Westminster

At 3.45pm

  • Rt Hon. Michael Fallon MP, Minister of State for Energy at the Department for Energy and Climate Change
  • Mr Jonathan Mills, Director, Electricity Market Reform

Background

The Energy Act 2013 enables the Government to implement EMR measures, in order to encourage low-carbon electricity generation and ensure security of supply. In June, the Department for Energy and Climate Change (DECC) laid six sets of Regulations, as well as other related documents, to take forward electricity market reform (EMR) (listed in the notes below).

Likely questions

  • Why are the measures to implement EMR under the 2013 Act being parcelled up in so many statutory instruments?
  • What concerns were raised by consultation respondents, and what changes have the Government made to their proposals as a result?
  • What steps are the Government taking to ensure that market participants understand the new arrangements in a timely way?
