Purpose of the session
The first panel considers the role of the Regional Schools Commissioners, including discussion of initial appointments, the operation of head teacher boards, the scope of the Commissioners' role and competencies of the middle tier.
The second panel discusses free schools, with a particular focus on the characteristics of free school proposers, and hears the experiences of Headteachers from two successful free schools.
