1.  Security: SARP

The Commission approved the recommended option – to bring in house the entire security officer workforce; and agreed to a contract extension to enable a smooth transition.

2. Security: Jenkins Review - Next steps

The Commission formally endorsed the two main recommendations of the Jenkins Review of The Governance of Security for Parliament:

  • Ultimate responsibility for every aspect of security should lie with the Parliamentary Security Director (PSD), as a single accountable security expert.
  • The Serjeant-at-Arms should retain full responsibility for access; any remaining responsibilities for operational security will be as agreed by the PSD.

3. Education Centre: Update

The Commission noted with approval progress with the Education Centre.

4. Meeting dates for 2015

The Commission/MEC agreed dates for its meetings in the first half of 2015: 19 January, 9 February, 16 March and 8 June, all meetings at 5pm.

5. Any other business

The Commission asked the Acting Clerk of the House and the Secretary to the Commission to consider how cohesion between the Commission and the Management Board could be improved.

6. Date of next meeting

The next meeting of the Commission/MEC will take place on Monday 15 December at 5.00 pm in Speaker’s House.
