Purpose of session

The Environmental Audit Committee will hear from Dieter Helm, Chair of the Natural Capital Committee (NCC), on Tuesday 25 November about the progress that the NCC has made since our previous session with him in May 2013. The NCC published their second State of Natural Capital Report in March 2014 (PDF 261 MB) and received a response from the Government in October 2014. With their third report scheduled to be published in March 2015, and their remit ending in September 2015, the Environmental Audit Committee will ask Professor Helm how the Natural Capital Committee’s work-streams are developing and what his thoughts are on the Government’s response to their work so far.

The Committee will particularly focus on:

  • The work the NCC has done since its second report: including the adequacy of its resources, communication with and response from Government.
  • The current state of natural capital protection in England and the development of national and corporate natural capital accounts. 
  • How natural capital issues are taken into account in appraisal and decision-making and its impact on future investment planning.
  • The next steps in finding answers to current research gaps, political and public awareness of the importance of natural capital and the future status of the Committee.
