Progress with automatic enrolment and pension reforms

The Committee has decided to begin a new inquiry into progress with automatic enrolment in workplace pensions, taking account of the changed context arising from the recent announcements of Government proposals for changing pension taxation arrangements, and introducing Defined Ambition and collective pension schemes.

The inquiry will assess progress made in implementing automatic enrolment since the Committee’s 2012 report (PDF, 2.05MB) will also follow up the recommendations in the Committee’s 2013 report (PDF, 511KB) on improving governance and best practice in workplace pensions.

Terms of reference for the inquiry

Submissions of no more than 3,000 words are invited from interested organisations and individuals.

The Committee is particularly interested in:

  • Lessons learned from auto-enrolment implementation to date
  • Issues arising from the extension of auto-enrolment to smaller employers
  • Progress towards implementation of automatic pension transfers
  • Progress with improving workplace pension governance and administration, including charge levels

Implications of:

  1. The changes to pension taxation arrangements announced in Budget 2014, including the ending of the requirement to annuitise
  2. The introduction of Defined Ambition and collective pension schemes
  3. The trend towards extended working lives.

Submissions do not need to address all of these points.

The deadline for submitting evidence is Friday 17 October.
