Following proposed cuts to BBC monitoring, the Defence Committee decided to take evidence on this important subject.

 Terms of reference

  • What does the Government require from the BBC Monitoring service?
  • Has the switch in funding from Government grants to the licence fee resulted in the prioritisation of current affairs at the expense of political or military material?
  • What impact will the reduction in BBC Monitoring capacity, staff numbers and funding on:
    — Ministry of Defence
    — Foreign and Commonwealth Office
    — Department for International Development
    — Cabinet Office
    — Security and Intelligence agencies
    — Open Source Enterprise
  • To what extent have Government departments and their agencies adopted in-house open source collection and analysis? Have these taken over services previously provided by BBC Monitoring or are they intended to compliment them?
  • How have different departments been able to feed in to the negotiations on the new Scheme, led by the Cabinet Office?
