Housing associations and Right to Buy examined

Communities and Local Government Committee holds its second evidence of the inquiry and hears from a range of housing associations about their views on the extension of the right to buy and what they expect the impacts to be on their organisations and on their tenants.

Purpose of the session

The Committee is looking at the different types of housing associations from large urban providers with 100,000 properties to smaller rural organisations with fewer than 1,000 homes, and considering how their perspective on the policy varies.

Background

The Conservative Party's Manifesto and the subsequent Queen's Speech made commitments to extend the Right to Buy (which previously applied to council-owned properties) to all tenants of housing associations.

The National Housing Federation announced that it had reached an agreement with the Government to deliver the extended Right to Buy on a voluntary, non-legislative basis. The Housing and Planning Bill published on 13 October 2015 makes provision for this voluntary agreement.
