The Church of England and the Sir Bernard Crick Centre to be questioned on Draft Bill

The Parliamentary Joint Committee on the Draft Parliamentary Buildings (Restoration and Renewal) Bill will this week take evidence from a leading academic and the Church of England's Director of Churches and Cathedrals.
 
The Committee will hear from evidence from Professor Matthew Flinders of the University of Sheffield and Becky Clark, Director of Churches and Cathedrals at The Church of England.

Issues the Committee are expected to cover with the witnesses include:

  • Whether the accountabilities of the Sponsor Board are clear enough in the draft Bill and if the accountability arrangements of the Delivery Authority could be improved.
  • Whether the lack of Ministerial accountability for R&R is a concern.
  • The types of governance and delivery structures required for major restoration projections particularly in heritage buildings including churches and cathedrals.
  • Balancing the potentially competing demands of historic conservation with ensuring buildings are usable and relevant to the modern day.
  • The impact of Ecclesiastical Exemption in streamlining the planning process and whether R&R would benefit from a similar scheme.
  • How the public can be engaged in the planning for R&R and the likely level of public interest in engaging with the programme.
