Committee to consider locus standi

Locus standi is the right of a petitioner to appear before the Select Committee if they can demonstrate that the High Speed Rail (London - West Midlands) Bill will have a direct and special effect on them.

Locus standi, however, may be challenged if the promoter of the Bill, the Secretary of State for Transport, disagrees that there is a direct and special effect. In that event, the Select Committee will hear both sides of the argument and then decide whether there is a right to appear.

The Bill's promoter has recently issued 414 locus standi challenges. The Select Committee will consider the right of petitioners to appear at locus standi hearings which are expected to start on 7 June. Petitioners will be contacted shortly to arrange hearing dates.
