Committee publishes report on Independent Complaints and Grievance Scheme

The Committee has published a report proposing changes to the Code of Conduct to incorporate the Behaviour Code and implement new procedures for dealing with complaints of bullying, harassment or sexual misconduct

Chairman's comments

The Chairman of the Committee, Lord McFall of Alcluith, says:

"Today's report represents a significant change in the way the House will deal with allegations of bullying, harassment or sexual misconduct against Members. It will ensure we have an appropriate system to respond to complaints of that nature that everyone can feel confident in.  It introduces much more independence with independent investigators to assist the independent Commissioner, the Commissioner rather than a Committee of Members proposing a sanction for breaches of the Code and a new Conduct Committee – with external Members with full voting rights - acting as the body which considers appeals. We are also proposing that reports of the Conduct Committee are not debated in the House."
