Motion to regret

When the Lords considers a bill or statutory instrument (SI), any member can introduce a motion to regret it. The motion usually gives specific reasons for the regret.
Even if agreed to, the motion will not stop or amend the legislation, but gives members an opportunity to put on record their dissent.
