Letter about the treadmill at Norfolk county gaol

Treadmills were a common feature of gaols during the nineteenth century, when manual labour formed an important part of the prison routine.  Henry Locke's opinion had been sought because the treadmill was not functioning properly.  35 men were needed to perform work which should be accomplished by 15 men.  Locke felt that this was due to the machinery being poorly manufactured.
