Hansard debate on Race Relations Bill 1965

The second reading of the Race Relations Bill took place in the House of Commons on 3 May 1965. Much of the debate was concerned with whether to make racial discrimination a criminal offence, with members from all parties having reservations about this because of the impact it could have on freedom of speech. Ultimately, the Act made racial discrimination a civil offence, and introduced the Race Relations Board to process cases and claims.
