Edward Priest Richard's Evidence to Parliament (part 4)

Having confirmed that the Standing Orders for Private Bills have been complied with, Edward Priest Richards is here recalled in order to give evidence that the marquess of Bute does indeed own the land on which the docks are to built.  He is also asked to confirm that Bute is willing to undertake the entire cost of the construction himself.
